It seems that Toga genuinely cares for Uraraka. Himiko Toga is a major antagonist in the manga/anime series My Hero Academia. As someone who has shut her feelings down before, she feels a connection to Uraraka, a young girl hiding her love for protagonist Izuku Midoriya. Knowing that her actions are driven not by anger or resentment, but from a place of admiration, makes Toga a much more sympathetic character. Of all the members of the League, she scores the highest on popularity polls, second only to Shigaraki, a member of the League who receives the most screen time and development.
